106.1, according to Radio-Locator.com, is a translator that rebroadcasts WJZ-FM. Even with an upgrade, how can a translator compete with a full signal station like WPOC? Not to mention, I'd guess that most of WPOC's listeners are in the suburbs of Baltimore while this translator is in the city limits. I don't know how many Country fans are within five or ten miles of downtown Baltimore.
Some translators in large cities do well by running an Urban or Urban AC format. Some do well with Alternative Rock, presumably targeting college students and young professionals who also may be in a city's downtown. But I don't see any Country translators in large northern cities.
