This figure has to include the studio equipment and operating budget.
The transmition equipment would cost a LOT less than even four mil.

Presumably the airplane configuration was the same "Stratovision" concept used by Midwest Program on Airborne Television Instruction in the 60s.
 
I have read about Stratovision,
but why not launch a geosynchronous
bird with a narrow spotbeam on Cuba?
I would suggest using the infamous
international clear television channel 37.
Do we all know about channel thirty-seven?
