The New Adventures of Winnie The Pooh in syndication?

Now we all know that The New Adventures of Winnie The Pooh has been seen on ABC and Disney Channel from the very beginning from 1988 to 1991 and has been on the air on the Disney networks until 2007. However, one question has been on my mind forever... Why hasn't the show itself been cleared to air on off-net local syndication (such as the FOX affiliates or independant stations) in ANY year in the 1990s before getting taken off the air in 2006-2007 besides airing on Playhouse Disney (now Disney Junior) and Toon Disney (now Disney XD)? After finding an airing of "The New Adventures of Winnie The Pooh" on WUAB-TV 43 Cleveland from October 1992, I wondered, why have we gotten some Disney animated series (especially ones from the Disney Afternoon) such as Ducktales, Gargoyles, Talespin, Goof Troop & Bonkers, but not "The New Adventures of Winnie The Pooh" to be aired on any FOX, The WB or UPN affiliates?
