Why are they not?

I do not remember if this question has ever been discussed,
but why are most of the Florida Keys FM stations not directional?
The Keys are basically a thin curved line, but just about every
station transmits to a round, circular area and covers a lot of fish.
 
My guess is an allotment is an allotment to the FCC whether it's in the mountains, in a city or on some island off the coast of Florida. I suppose a station there could directionalize its signal if the owners wanted to. I believe WLRN-FM fine-tuned their signal when they moved to a new tower years ago, pulling back from the ocean and everglades with a more oval shaped pattern.

Speaking of WLRN,
WKWM might be the only station in the Keys that IS optimised east-west.
