Translator Rules

I thought I understood the rules on translators and what can be translated. The question is: Can a co-located (physically) FM and translator carry the same signal?

Examples from Albuquerque:
K265CA (100.9) translates KZZR (94.1)
K251AU (98.1) translates KBQI (107.9)
all from Sandia Crest
 
The rules do not provide a minimum spacing between the main station's facility and the translator facility.

In both of the examples you provided, the main station and the translator are on the same ridge, but separate towers- the translators are at a lower height, probably in hopes of covering Abq with less multipath than the main signal.
 
Sometimes, companies will get the translator licensed/moved/etc, and use a station as a placeholder. They might have an AM they are considering using the translator for or and HD-2/3/4 signal.
