That's not an uncommon marketing strategy for general market stations that do very well with Hispanic listeners. Keep in mind that nearly half the Hispanic listening in markets like Houston is to general market stations. In markets like San Antonio, the Hispanic listening goes about 75% to English language stations, meaning that those general market stations must market to Hispanics to win.
 
Just because someone's primary language is not English, it doesn't mean they won't listen to English language radio. The ad seems to be run in an appropriate place.
