The Beat translator

I noticed KBFB/97.9 is running 99k at 1900 from a Cedar Hill stick. Yet, they also have a translator on Cedar Hill running 100 w at 950 feet. I'm not intimately familiar with the DFW market. Why do they have a translator and what, if anything, are they doing with it? Thanks!
 
I think they are using it as a HD simulcast of something, I seem to recall an HD3 being leased out by a spanish outfit to put on this translator.
