1010 WINS new sounder

Who notices the brand new teletype sounder on the headlines every 20 minutes for 1010 WINS sometime around 2017? It has become softer and I don't hear anymore "The newswatch never stops." It now just says "All news, all the time." I am wondering, why it changes like that and when?
