Old pirate WSKR back on the air

I remember this urban pirate, WSKR 97.7 on the air years back with that defient owner, forgot his name. They have been off the air since the 97.5 move in. They are back on after the long absence, strong Center City signal, when is WPEN going to complain. The only question I have is why are all the pirates urban in some form, you never hear of a metal, rock, Alternative, standards, oldies, country or classical pirate??
