When driving through San Bernardino I came across this translator rebroadcasting Z90fm from Tijuana Baja California.

I'm thinking they are doing some testing. The station has really bad static sound and in mono quality sound.
 
They probably lost the off-air feed from K212EK, Victorville, 90.3, and Z90 is being picked up, off the side of the beam. RX threshold s/b adjusted.
