Record labels have promotion staffers who call, visit and email stations and programmers to encourage them to play the latest releases.

So they still have A&R men (persons) who show up unannounced at the station when you're in the middle of something.

A&R is a different job at a label. As BigA said, dealing with media is the job of the promotion department.

A&R: Artists and repertoire (A&R) is the division of a record label or music publishing company that is responsible for talent scouting and overseeing the artistic development of recording artists and songwriters.
