I visited a church tonight named IGLESIA MUNDIAL and the pastor said they're on air on 1700 AM.

I wasn't aware that there was a station on that frequency. I googled it too and just found their website.
 
It's possible they're using a Part 15 low power AM transmitter that could cover a small area.
 
I remember when KVNS mattered, haven't tuned to the frequency since they went sports. I doubt the FCC would put a 1700 this close to Brownsville.
 
There are 2 licensed stations in Texas on 1700....Richardson and Brownsville. Anything over Part 15 is a bootleg.

Part 15 am is legal and stations can get a range of 1 to 1 3/4 mile range legally.
