Trying to up grade translator

If you upgrade a class D AM to a class B AM, can you force (and of course pay) co channel D’s to move to make it happen? The reason I asking there is an opportunity to have a 250 watt translator to cover about 8 times the population in the 60db than it is covering now. HD 2 or 3 rental is not an option.
