94.9 Hope FM???

I was just going to post this, picked up a real strong signal on 94.9 driving through Moorestown on route 38, it was airing religious talk.
 
It is W235BZ. It is on an old school microwave tower in Mt Laurel. 22 watts of power. The signal only really covers parts of Camden and Burlington counties.
 
The main signal 90.5 is stronger than the lator in that area, so I ask the question, why??
 
The construction permit expires on 11/8. Probably a preservation measure. The signal's likely bound for somewhere else.
