How could WKIS have moved?

They had been stuck on the Pembroke Rd. tower because their 70dbu signal had to cross the northern border of Boca Raton.
Now, after moving two whole miles south to WFOR's tower, they do not reach Gulf Stream Canal in northeastern Boca Raton.
Their COL remains Boca Raton, so what gives? Are stations no longer required to cover their entire COLs with 70dbu, 3.16 mv/m?

Pretty sure recent FCC rules allow stations to use 'alternate' coverage mapping tools (read: Longley-Rice) to determine COL coverage...ditto with main studio location. I have seen several reserved band stations using radio-locator maps that show half of their COL outside of the 60 dBu "red" contour!
