106.5 on the air?

Driving home tonight I noticed 106.5 on the air with what sounds like test programming for the PhillyCAM community station that's supposed to launch in August (so says their website). Anybody have any other information?
 
Seems to be completely up and running. Hit Thunder 106 preset at Moorestown Mall today and heard Beatles.
