2016-2020 Royalty Rate For Webcasters Rises

Granted the copyright holders do hold all the cards. Not being in the streaming business, perhaps someone could post a link. I feel confident we are only getting part of the story. I wouldn't even know where to ask.
 
Reading through the link provided, nowhere are distinctions made between various types of not for profit entities, There are non-commercial, not for profit radio stations, student and non-commercial streamers and even micro streamers. It seems all the various terms mentioned are not found there.
