Walr 104.1 - sky 104.1 wrbn

I was driving through the Mountains, in Clayton, GA where SKY 104.1 FM is located and noticed that they just changed frequencies. They are now on 96.3 FM. Is this a move to Help get WALR downtown? Whats the latest on WALR?
 
Isn't Georgia-Carolina Broadcasting Art Sutton's company? Did Cox pay him off to move in closer?

But don't forget, WZTR 104.3 in Dahlonega is a first-adjacent, so the WRBN move is probably not much help for Cox by itself.
