Funny, TheBigA, your words have been said so many times from my mouth to LPFM stations serving 20,000 people that opt to program for 1% of the audience versus a mainstream format that captures as many local ears as they can get.
Truthfully, 1% is great for an LPFM. Brings a different meaning to the 1per-centers. In the non-com world, what matters isn't how big the audience is, but how many people in the audience contribute. Back in the old days, there were a lot of rich socialists who contributed to Pacifica. Not so many any more and the current staff has done a lot to alienate that base of contributors. So who's left to contribute when the only people left listening are the employees?
