How does one get on the air?

KUBU-LP 96.5 in Sac has 45 watts, But can't be heard in West Sac, I know KOIT is a beat even far in S.F

There's a Translator on 99.7 in Davis at 5 watts..Just say if a LPFM in Davis want to come on, like the 95.7 can a LPFM knock a Translator off the air?

How many miles can the LPFM protect KMVQ? Does it fall in like KUBU? Just wondering on that
 
I think I'm wording it wrong, Can a LPFM on 99.7 knock the Translator off the air ifs in Davis? and not cause interference with KMVQ?
 
I don't think so. An LPFM is very low on the FCC priority scale. If a full power licensee wants to shut them down, they can. Who owns the translator?

Other way around.

An LPFM can be displaced if someone applies for a translator on that frequency.
