Holiday weekends tend to bring ratings down, not up, as overall radio listening is quite low.

And, as was already posted, you are looking at the previous month anyway.

In the real June, WBEB shot back up to a huge 7.2 in the boxcar numbers.

Just summer "beauty pageant" numbers. Virtually meaningless. Very little attention is given to these numbers as the summertime skews radio ratings. Always has, always will.

In that case, would you say that a radio station with higher ratings in the summer has more loyal listeners than other stations?

No. All HGN was saying is that 1) the 6+ numbers are valueless at any time and 2) of even less significance in the June to August books as agencies pay less attention to Summer numbers. Summertime listening is often at variance with the rest of the year and so summer ratings are not a good basis for Fall and Winter ad campaigns.
 
David, thanks for that bit of info! I did not know that, but it does make sense. Nevertheless, a few things I have noted 1) MGK down a tad, MMR up a bit more. 2)ZMP (wired 965, or now post wired lol) went up a decent amount, so it looks like it is doing well. 3)WIP went down a lot too. 4) WPHI is doing pretty bad with a 2.1, being beaten by WHYY. Another possible flip within the next 6 months? Maybe so... 5) Where the hell is WDAS-AM?? I still love smooth jazz JJZ. They got me as a fan at least:)
