Yes, if they encode they will be included in the Nielsen ratings if they get listening. Any station that is home to a Nielsen PPM market can get an encoder and be "rated" in the survey.

The market is embedded in the NYC market, so it would also be rated in the larger market.

In diary markets, if it is written in a minimum number of diaries, it will appear in the ratings.
