WPXA petitions to move physical broadcast channel

Ion affiliate WPXA/channel 14 (Rome GA city of license) has filed a petition with the FCC to move their physical broadcasts from channel 51 to channel 31. They would retain 14 as their virtual (display) channel.
 
I wonder why they want to make the change? A negotiated change with another broadcast station? Interference problems?
 
The move to channel 31 took place last week.
