Drove by the 990 AM site today...no construction noted of the 97.1 translator (the old 95.1 antenna is no longer on the tower..and it was omni anyway so it could not have been used).....

According to Radio Insight, the owner of the CP for the 97.1 translator has applied to move to 107.7, citing the clash with KTHT. Of course, that is a first adjacent to KQQK, so it might be a non-starter.
I looked at the app...
1 WATT! (down from 30)....yeah that will help 990 (might be a good laugh to see who gets out farther!)
Besides, it resides within the CITY Grade of KQQK....not outside the 1mV service contour as it did with KTHT...they would do better to buy the 96.7 CP.....it will be dismissed unless it becomes a fill in xlator for KQQK....which Liberman wont buy...
In the app, they try to justify the contour interference:
"Although there would be normally prohibited contour overlap between the proposed facility
at KQQK(FM) at Beaumont, Texas, the potential interference region would affect zero population.
Exhibit E-5 illustrates the predicted 80.53 dBu service contour of KQQK along with the proposed site. As this map demonstrates, the predicted 80.53 dBu service contour of KQQK would intersect the proposed site.
Since K246CF would operate on a channel first adjacent to KQQK(FM), interference to KQQK would potentially occur in regions where the field strength of KQQK is less than 6 dB above the field strength of K246CF. Specifically, this would occur in regions where K246CF is predicted to have a field strength of at least 74.53 dBu."
Yet earlier, they stated:
"In order to mitigate the potential interference to KTHT(FM) from K246CF, and to provide AM
fill-in service for KZZB, E-String is proposing two sequential minor changes to the currently
authorized K246CF facilities. Both sequential steps in this process would utilize the existing
authorized site for K246CF, which is co-located with the primary station for the translator, AM
station KZZB at Beaumont, Texas. These two steps consist of the initial channel change proposed
under this application, with a subsequent additional channel change. Through this process, the
interest of the public would be served, as the potential interference to KTHT(FM) would be
eliminated, and important AM fill-in service for KZZB would be achieved. That facility is plagued
during nighttime operations by a high interference-field strength. KZZB is an important ethnic
programming outlet for the residents of the Beaumont region."
Yeah, there is serving the "public interest"....put a fill in translator for a Class B AM that has "high interference-field strength" (well if they would fix the damn ground system, it would not have a problem!) that is an important ethnic programming outlet (all it does is carry Martin's religious programming from his Baytown station or a sat signal like it did with the "Praise" programming)...yet provide NO interference free signal to ANY population....If you look at the maps (and know the area where the tower is, NOONE except fish live out there...river runs north of the site...There are NO homes within the 60dbU proposed coverage of 107.7 or probably in the 1mV contour.

The FCC would have never allowed this back in the 80's and 90's.
The original FX app is from 2003.....somehow E String got it changed from a MX and got the CP but the tower site by then had fallen in Rita.....(but the FCC never got told that)...the proposed range has dropped every time they propose a move...this is costing them money in filing fees and to have a consultant do the write ups...(they DO nice maps, graphs, etc) but they know nothing about the area...also E String CLAIMED through their lawyer that they had already built the 97.1 on the KZZB tower...that is a total lie...no feedline, antenna or isocoupler is there...(990 is supposed to be operating on a STA due to array damage..yeah its been damaged for over 10 years!! The ground system sucks and was cut around the xmtr building by a former owner!).
