NYC office for National Ad Sales - $400,000 enough?

I'm wondering if others here will let me know if $400,000 is enough for a really good national sales executive to be based out of NYC?

Could go to $650,000 as compensation is not capped but my thinking is NYC is the best place to put this person for client and agency contacts.

NYC is also good to travel to and from Detroit for auto biz and let's say Ohio for CPG and such.

Open to opinions and how other radio ad sales executives feel about the compensation.
