What are the call letters for 101.3 MHz Big City FM ?

Yes though some claim to have them. WTCH-LP 106.1 "Touch FM" (yeah right) and a station at 102.9 claimed they were given the calls WCFM ...which comes as news to the Williamstown, MA
station at 91.9 which does have those calls.

<<Choice FM was commissioned WCFM in 2004. Originally, the call sign letters stood for Caribe FM. When the radio changed its name to Choice FM in June of 2005, the acronym was changed to stand for The people choice (sic). WCFM broadcasts at 2000 radiated watts from its studios in Dorchester, Massachusetts. Our broadcast radius extends into the Boston metro area for approximately 100 miles from the studio, and contains almost 100,000 potential listeners. Although the exact number of listeners can never be determined.

I am so happy there is a station that I can tune to, and get all kind of music from my caribbean culture.

Problem: They do not have an FCC license.

It's going to be really interesting to see if any of these pirates apply for legit LPFM licenses in the upcoming window.
 
AFAIK, they'll all be denied. FCC had specific rules about rules who shut down and played by the rules; they could apply for LPFM licenses. Anyone who kept broadcasting was blacklisted.

It's not like they don't know it. Why should they apply? They have more freedom to broadcast whatever they want, more ERP without any Class restrictions, and less overhead (no EAS, no public file). And to them, clearly the FCC isn't serious about shutting them down, either. There's absolutely no reason to apply for a license in their minds. Especially the Haitian pirates, where they come from a culture where "government regulation" of the airwaves usually involves gunfire and "disappearances". A little thing like the longshot threat of an NAL isn't going to deter them.

Probably not much, if anything, The dial is just too crowded,
especially with overlapping markets Manchester/Worcester/Boston.
Pirates are criminals, by definition, unfit as licensees. Make 'em walk the
plank. Case closed.

In short, one maybe two new stations. If that - most potential new stations require waivers from 2nd-adjacent-channel stations that are unlikely to be granted. There could well be no new stations in Boston. And even if there are, competition will undoubtedly be fierce for them, too. So fierce that it'll be years to sort out all the competing applications.

And the winners will likely be Godcasters piping in programming from flyover country somewhere.
