Has anyone noticed that WDRV-97.1/Chicago & WWDV-96.9/Zion, are out of sync?

I don't know it for a fact, but I'm sure they're using some sort of digital feed between Chicago and Kenosha - almost anytime there's a digital link (ISDN/T-1, etc), there's a delay between input and output. Add some digital audio processing and maybe a digital (not to be confused with IBOC) exciter up in Kenosha - and you've got even more delay.

You can see the effects more dramatically if you watch Fox News or CNN where the anchor here is interacting with talent in Iraq..see how the responses from the Iraq end are a bit (unnaturally) delayed....

There used to be a delay between WTMX and WTNX (now WWDV) back when 96.9 was simmulcasting 101.9. During that period they ran local stopsets.

The Drive (WDRV/WWDV) wasn't out of sync last time I checked. Of course they have since (within the past 2 weeks) added IBOC/HD Radio to WWDV.

Not necessarily. 95.9 The River is on an eight-second delay.

Are they doing anything right now with HD2? And if they are, is it the "Deep Tracks" online stream?

Yes, about 8 seconds off. Just coincidentally about the same
amount of time it takes for the digital signal to catch up to
the analog. Perhaps the main signal is "in synch" with the
digital signal on that freq in Chicago but the Zion signal is
still analog?
 
Just coincidence.

If I'm not mistaken in this process, the HD has an 8 second delay. You force the analog into an 8 second delay to match the digital signal. This way, in the event that your HD tuner loses the analog signal it blends back into the analog seamlessly.
