Palestinians were called "brainwashed," "stupid to begin with," and "stinking animals" in the segment, which drew a complaint to the CRTC wondering why AL JAZEERA is subject to restrictions by the CRTC to guard against anti-Semitic slurs but MSNBC is not subject to similar restrictions against slurs about Muslims.

The ruling does not impose any penalty on the cable network, with the CRTC noting that MSNBC has previously issued apologies for separate U.S. complaints about the same show. </blockquote>
Rules are different in Canada. There is nothing equivalent to the 1st Ammendment. Wardrobe "malfunctions" are OK. Politically incorrect speech is not. Some Canadians charged the CRTC attempted to keep Fox News Channel out of Canada because of the network's supposed "bias." The CRTC also required stations in Toronto and Montreal to run Howard Stern on delay to monitor the show for ethnic slurs (both stations have discontinued the show). The CRTC is also credited with destroying the legendary "Big 8" CKLW as a top 40 station by forcing it to air a required percentage of recordings by Canadian artists.
